Washington, D.C. | May 23 2025 | Louis Stokes Alliances for Minority Participation (24-563) | The Louis Stokes Alliances for Minority Participation (LSAMP) program invests in the Nation’s colleges and universities to aid student success to create a new generation of STEM discoverers for the national STEM enterprise…LSAMP is an alliance-based program, whereby a group of institutions of higher education (IHEs) work together to diversify the nation’s science, technology, engineering, and mathematics (STEM) workforce by increasing the number of STEM baccalaureate and graduate degrees awarded to persons from LSAMP populations. LSAMP populations are defined as persons from groups underrepresented in the STEM enterprise: Blacks and African-Americans, Hispanic and Latino Americans, American Indians, Alaska Natives, Native Hawaiians, and Pacific Islanders.

The LSAMP program provides funding to alliances that implement comprehensive, evidence-based, innovative, and sustained strategies that ultimately result in the graduation of well-prepared, highly competitive students from LSAMP populations who pursue graduate studies or careers in STEM, while also supporting knowledge generation, knowledge utilization, assessment of program impacts, dissemination activities and dissemination of scholarly research into the field.

Projects supported by the LSAMP program include: –Alliance Development Grants (ADG) support the conceptualization and development of new B2B and new SPIO alliances. (New) –Bridge-to-the-Baccalaureate (B2B) alliances facilitate the successful transfer of students from LSAMP populations to four-year institutions in pursuit of STEM baccalaureate degrees. –STEM Pathways Implementation-Only (SPIO) alliances are designed for new and reconstituted alliances. These projects focus on building and strengthening strategies and approaches to assist Institutions of Higher Education (IHEs) increase STEM baccalaureate degrees to LSAMP populations and facilitate entry into STEM graduate degree programs.

The CREST program, composed of the CREST Centers, the CREST Postdoctoral Research Program, and the projects supported by this CREST-RISE solicitation, promotes the development of new knowledge, enhancements of the research productivity of individual faculty and postdoctoral scholars, and an expanded presence of research doctoral students in science, technology, engineering, and mathematics (STEM) disciplines, especially those from underrepresented groups. RIA grants assist entities in developing improved infrastructure priorities and financing strategies for the accelerated development of a project that is eligible for funding under the Transportation Infrastructure Finance and Innovation Act (TIFIA) Credit Program under Chapter 6 of Title 23, United States Code. Springfield, Ill. | May 7 2025 | Illinois Electric Vehicle Reliability and Accessibility Accelerator (RAA) Program | The Infrastructure Investment and Jobs Act (IIJA), allocates $7.5 billion for programs that will advance electric vehicle (EV) adoption nationwide. Among these investments is the $5 billion National Electric Vehicle Infrastructure (NEVI) Formula Program that provides dedicated funding to states to strategically deploy EV charging infrastructure and establish an interconnected network that facilitates data collection, access, and reliability. These are just a few of the programs at Chicago museums and libraries impacted by significant funding cuts to the Institute of Museum and Library Services. In March, the Trump administration issued an executive order calling for the federal agency, which issues grants to support programs and services at museums and libraries across the country, to be dismantled. Chicago, Ill. | May 28 2025 | Mayor Johnson Announces $20 Million in Grant Awards for Community Development Projects | A South Shore birthing center, a Chinatown commercial complex and a Woodlawn ballroom are among 28 proposed projects being awarded $20 million in City financial support to help achieve neighborhood development goals, Mayor Johnson announced today. Collectively valued at $58.5 million, the projects were chosen from more than 250 recent applications to the Department of Planning and Development’s (DPD) Community Development Grant and Neighborhood Opportunity Fund programs. The funding will help pay for eligible construction and rehabilitation costs and related expenses. The 10 Community Development Grant (CDG) finalists are being awarded $500,000 to $4.3 million. Suburban Chicago | May 23 2025 | Cuts to school mental health grants could trickle down to local districts | The Trump administration’s cancellation of mental health program grants could significantly affect suburban schools. The U.S. Department of Education notified the Illinois State Board of Education late last month it is halting funding for two grant programs established under the Biden administration…One of the grants, the School-Based Mental Health Services Grant Program, provided ISBE initially with $2.97 million in fiscal year 2022 to increase the number of credentialed mental health service providers for students, according to the U.S. Department of Education. That was extended to the end of 2025 and the total obligations were increased to $6.2 million, according to HigherGov. The other, the Mental Health Service Professional Demonstration Grant program, allocated $1.2 million in fiscal year 2023 to support partnerships with higher-learning institutions for training school-based mental health providers, according to the U.S. Department of Education.

Springfield, Ill. | May 22 2025 | Illinois awards $139M to expand local transportation options | Gov. JB Pritzker and the Illinois Department of Transportation awarded more than $139 million in transportation grants for programs that expand local travel options. Part of the Illinois Transportation Enhancement Program, the money will fund 66 projects across the state that encourage safe travel across multiple modes at the local level, including streetscape beautification as well as bike and pedestrian paths and trails, and other transportation methods. The funding was made available during a competitive call for projects with about three quarters of the funding (74 percent) allocated for improvement project in communities that demonstrated financial need.

Washington, D.C. | May 19 2025 | Trump Administration Terminates Digital Equity Program | In mid-May, the Trump Administration, through U.S. Department of Commerce National Telecommunications and Information Administration (NTIA), terminated the Digital Equity Capacity Program. In Illinois, the Illinois Department of Commerce and Economic Opportunity (DCEO) was in the process of implementing a Digital Equity Capacity Grant under this Program. This grant would have provided more than $23.7 million to Illinois organizations across the state to equip households and residents with the skills, resources, and tools needed to use high-speed internet and fully participate in Illinois’ economy.

Springfield, Ill. | May 13 2025 | Illinois among 20 states suing Trump administration over grants tied to immigration | Illinois is among 20 states suing the Trump administration over grants tied to immigration, Attorney General Kwame Raoul announced Tuesday. The states will file two separate lawsuits for trying to illegally coerce the states into sweeping immigration enforcement by threatening to withhold billions in federal funding for emergency services and infrastructure, a news release from Raoul’s office said. One lawsuit will be filed against the Federal Emergency Management Agency, the Department of Homeland Security and DHS Secretary Kristi Noem and the other will be filed against the Department of Transportation and DOT Secretary Sean Duffy…Last year, Illinois alone received more than $122 million in federal funding from FEMA and over $2 billion in DOT grants, Raoul’s office said.

Washington, D.C. | May 9 2025 | Illinois senators announce nearly $5 million in funding for airport improvements | Airports throughout Illinois will receive almost $5 million in funding for improvements, Illinois Senators Dick Durbin and Tammy Duckworth announced on Friday. The funding will come from the U.S. Department of Transportation. Four airports were listed as recipients: Flora Municipal Airport (Flora, IL): $451,142; Vermilion Regional Airport (Danville, IL): $304,000; Chicago Executive Airport (Wheeling, IL): $2,530,945; Rockford International Airport (Rockford, IL): $1,534,750. “By improving and modernizing airport infrastructure, we are laying the foundation for increased connectivity and reliability,” said Durbin.

Chicago, Ill. | May 6 2025 | UChicago Joins Second Lawsuit Against Federal Funding Cuts | The University of Chicago, along with three academic associations and 12 other institutions of higher education, filed a lawsuit on May 5 seeking to block the National Science Foundation’s (NSF) implementation of a universal 15 percent rate for coverage of indirect costs on all new research awards. The lawsuit, filed jointly with schools including the University of Illinois, Cornell University, and the University of Pennsylvania, seeks to prevent the NSF from enacting the rate cut and to require the agency to continue approving grants within the currently negotiated indirect cost rate guidelines.

National Endowment of the ArtsChicago, Ill. | May 6 2025 | National Endowment for the Arts grant cancellations hit key Chicago cultural events | Open House Chicago and Black Harvest Film Festival are among cultural arts events whose federal monies were withdrawn, as the Trump administration moves to hollow the nation’s leading arts funder. After announcing major changes to the National Endowment for the Arts’ grantmaking programs, Trump said Friday that he is clawing back grant dollars that have already been promised for this year. He’s also proposing eliminating the organization’s budget for the future, a move he tried during his first term that was ultimately rebuked by Congress.

Morris, Ill. | May 6 2025 | Morris to Receive $771,263 Community Revitalization Grant | The City of Morris announced that it has been selected to receive a $771,263 Rebuild Illinois Downtowns and Main Streets Grant. As part of the state-funded program, Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity have awarded a total of $20 million for 16 community revitalization projects, which will enable communities to revitalize commercial corridors and downtown areas to accelerate local economic initiatives.

National Endowment of the ArtsWashington, D.C. | May 5 2025 | National Endowment for the Arts cuts hurt architecture firms, nonprofits, and schools | Architecture firms, nonprofits, and schools have lost grant support from the National Endowment for the Arts (NEA). The cuts were shared via email with the grantees last Friday, not long after the Trump administration announced plans to defund the NEA as part of its 2026 budget proposal. Just days before the Trump administration took over this past January, 1,400 grant awards totaling $36.8 million were announced by NEA. On May 2, NEA said via email grants were terminated for proposals that “fall outside [the President’s] new priorities.” The Architectural League of New York, The Cultural Landscape Foundation (TCLF), Center for Architecture, and Open House New York were affected. So was the Center for Urban Pedagogy (CUP), Chicago Architecture Center, Open House Chicago, Design Futures Forum, Open Architecture Collaborative, Community Design Collaborative, MASS Design Group, Institute for Public Architecture (IPA), Tiny WPA, and others.

Normal, Ill. | May 5 2025 | Governor Pritzker and Rivian Announce New Supplier Park in Normal | Governor JB Pritzker and Rivian today announced that the company is constructing a new 1.2 million-square-foot supplier park in Normal. As part of this, Rivian will invest nearly $120 million, which will enable the company to develop the supplier park and create nearly 100 new direct jobs. This significant investment will pave the way for EV suppliers to locate in the park and create hundreds of new jobs while bolstering the supply chain and manufacturing ecosystem in Illinois. Construction on the supplier park is underway and is expected to be completed in 2026.

Washington, D.C. | May 3 2025 | EPA Administrator Lee Zeldin announces significant agency reorganization | On the same day that the Trump administration is proposing billions of dollars in cuts to renewable energy, environmental and climate programs, Environmental Protection Agency Administrator Lee Zeldin announced a significant reorganization of his agency. “EPA is creating the first-of-its-kind Office of State Air Partnerships within the Office of Air and Radiation. This office will be focused on working with, not against, state, local and tribal air permitting agencies to improve processing of State Implementation Plans and resolving air permitting concerns,” Zeldin said in a video posted to YouTube…The administration’s budget cuts $15 billion from the Infrastructure Investment and Jobs Act, a Biden administration initiative that provided funds for carbon capture and renewable energy projects. The budget also calls for slashing $6 billion for EV chargers.

Peoria, Ill. | May 2 2025 | Central Illinois public media stations react to executive order cutting funding to NPR, PBS | The Trump administration issued an executive order late Thursday ordering the Corporation for Public Broadcasting to cut funding for NPR and PBS, claiming the organizations were biased. Congress has already allocated $535 million for CPB for this fiscal year. The funding cuts could impact local stations like WTVP and WCBU in Peoria, and WGLT in Bloomington-Normal. However, the executive order would have to be supported by Congress, which controls federal funding.

Monmouth, Ill. | May 1  2025 | Monmouth College gets grant for STEM Scholarships | Monmouth College has been awarded $999,764 in federal grant money to fund scholarships for low-income students pursuing degrees in science, technology, engineering, or mathematics (STEM). The funding aims to prepare students for careers in high-paying STEM fields. The award was announced in a news release Tuesday, April 29, by U.S. Congressman Eric Sorensen (D-Illinois).
